THAT the minutes from the December 2, 2020 Council meeting be adopted as printed and circulated.

THAT Council endorse the follow list of names as preferred street names for roads in the Thames Springs West subdivision: Calhoun, Kelly, Hogg, and Hossack

THAT the Council meeting be adjourned at 6:11 p.m. for the purposes of holding a public meeting pursuant to the provisions of the Planning Act.

THAT pursuant to the Planning Act the public meeting be adjourned at 6:46 p.m. and the regular meeting of Council be called back to order.

THAT the Council of the Township of Zorra approve in principle the proposed Zoning By-law amendment (ZN5-20-09) to rezone the subject lands from ‘General Agricultural Zone (A2)’ to ‘Special General Agricultural Zone (A2-sp) for lands comprising Part Lot 21, Concession 5 (North Dorchester), Township of Zorra, municipally known as 602814 Road 60, to facilitate a condition of consent.

THAT the Council of the Township of Zorra approve in principle the proposed Zoning By-law amendment (ZN5-20-10) to rezone the subject lands from ‘General Agricultural Zone (A2)’ to ‘Special General Agricultural Zone (A2-sp) for lands comprising Part Lot 20, Concession 1 (North Dorchester), Township of Zorra, municipally known as 684254 Road 68, to permit a permit the establishment of a single detached dwelling on the subject lands For: Mayor Marcus Ryan, Ron Forbes, Katie Davies, and Steve MacDonald Against: Paul Mitchell

THAT the Council of the Township of Zorra approve in principle the proposed Zoning By-law amendment (ZN5-20-11) to rezone the subject lands from ‘Residential Type 1 Zone (R1) H’ to ‘Special Residential Type 3 Zone (R3-sp) for lands comprising Part Lot 6, 7, 8, Registered Plan 45 (North Oxford and North Dorchester), Township of Zorra, to permit a frontage of 5.5 m per dwelling unit, 7.2 m per end unit, and 11.2 m per corner lot, an exterior side yard setback of 4.5 m, and an interior side yard setback of 1.6 m for the proposed 61 street fronting townhouse dwelling units on the subject lands.

THAT Council ask staff to review the Affiliate status of the Oxford Warlords.

THAT Council adopts in-principle the 2021-2025 Five-Year Capital Budget, establishing the 2021 capital levy requirement of $2,806,550.00; the same level as 2020.

THAT Council enact a By-law to permanently close the road allowance lying between Regular Council December 16, 2020 Page 9 of 13 Lots 35 and 36, Concession 3 (Zorra); AND THAT Council enact a By-law to authorize the Mayor and Clerk to sign a Quit Claim deed in favour of John Wilkerson and Bonnie Heather Wilkerson.

THAT Memorandum 2020-160 from the Director of Corporate Services regarding the Off-Road Vehicles By-Law, be received and filed for information purposes.

THAT report 2020-159 from the CAO regarding the Zorra Maintenance Facility be received and filed; AND THAT the Township of Zorra awards the contract to build the Zorra Maintenance Facility, with the geo-thermal/solar panel option, to Elgin Contracting and Restoration Ltd. in the amount of $8,955,600.00; AND THAT the Zorra Maintenance Facility project be funded using funds in the Public Works Housing Reserve and a debenture with a 25 year term; AND THAT staff proceed with all contracts and other arrangements to enable construction in 2021; AND THAT staff continue to monitor all federal and provincial government “green Regular Council December 16, 2020 Page 10 of 13 energy” programs for possible funding opportunities for the Zorra Maintenance Project.

THAT the correspondence received regarding Bill C-213, the Canada Pharmacare Act be received and filed for information purposes only.

THAT Council schedule a Special Council Meeting on Tuesday January 26, 2021 at 9:00 a.m., to facilitate a consultation workshop with Strategy Corp with regards to the Oxford County Service Delivery Review.

THAT items 11(a) - (b) be received and filed for information purposes only.

THAT By-law 72-20 To regulate ORV's be removed from the motion and dealt with separately.

THAT by-laws 69-20, 70-20, 71-20, and 74-20 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same Regular Council December 16, 2020 Page 12 of 13 and affix the corporate seal thereto.

THAT by-law 72-20 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT By-law 73-20, being a by-law to confirm the proceedings of Council held December 16, 2020, be read a first, second and third time this December 16, 2020 AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.
