THAT the agenda be adopted as printed and circulated

THAT the minutes from the August 4, 2021 Council meeting be adopted as printed and circulated.

THAT the Council meeting be adjourned at 9:05 a.m. for the purposes of holding a public meeting pursuant to the provisions of the Planning Act.

THAT the Township of Zorra Committee of Adjustment approve Application A08-21 submitted by Robert Reid Stevenson, for lands described as Lot 12, Concession 12 (East Nissouri), in the Township of Zorra, and municipally known as 235700 23rd Line, as it relates to relief from Section 6.2, Table 6.2. - Limited Agricultural Zone - A1 Zone Provisions to reduce the minimum interior side yard width from 7.5 m (24.6 ft) to 1.5 m (4.9 ft); to facilitate the construction of an accessory structure to an existing single-detached dwelling on a property zoned 'Limited Agricultural Zone (A1)' in the Township of Zorra.

THAT the public meeting, pursuant to the Planning Act, be adjourned at 9:09 a.m. and the regular meeting of Council be called back to order.

THAT the Council of the Township of Zorra approve zone change application ZN5-21-06 submitted by Gordon G. Howe for lands described as Part Lot 4, Concession 5 (West Zorra), in the Township of Zorra and municipally known as 414239 41st Line to rezone the subject property from 'General Agricultural Zone (A2)' to 'Special Rural Residential Zone (RR-22)' to recognize the new use of the lands as non-farm rural residential, with a reduced minimum lot depth of 70 m (229.7 ft).

THAT the Council meeting be adjourned at 9:23 a.m. for the purposes of holding a public meeting pursuant to the provisions of the Drainage Act .

THAT the report of R.J. Burnside & Associates Limited dated July 12, 2021 for drainage works known as Kellum Drain Improvement be adopted at an estimated cost of $ 380,000.00 .

THAT the public meeting, pursuant to the Drainage Act, be adjourned at 10:08 a.m. and the regular meeting of Council be called back to order.

THAT this Council approves the franchise agreement provided and authorizes the submission thereof to the Ontario Energy Board for approval pursuant to the provisions of Section 9 of the Municipal Franchises Act; AND THAT Council direct Township staff to prepare the necessary by-law for the September 15, 2021 Township of Zorra Council Meeting; AND THAT this Council requests that the Ontario Energy Board make an Order declaring and directing that the assent of the municipal electors to the draft by-law and franchise agreement pertaining to the Corporation of the Township of Zorra is not necessary pursuant to the provisions of Section 9(4) of the Municipal Franchises Act.

THAT Memorandum 2021-143 from the Fire Chief be received and filed for information purposes only.

THAT Memorandum 2021-145 from the Director of Recreation and Facilities be received and filed for information purposes only.
