Regular Council

THAT the Court of Revision on the Kellum Drain Improvement does now open at 10:51 a.m.

WHEREAS the Council of the Township of Zorra provisionally adopted the report of R.J. Burnside & Associates Limited dated July 12, 2021 for the drainage works known as the Kellum Drain Improvement, 2021 at the September 1, 2021 Council meeting; AND WHEREAS there have been no appeals that lands have been assessed too high or too low; nor that any road or lands have not been assessed, or that due consideration has not been given as to type of land use; NOW THEREFORE the Court of Revision of the Kellum Drain Improvement 2021 hereby confirms the assessment schedule as fixed by the Engineer.

THAT the Court of Revision of the Kellum Drain Improvement does now close and Council reconvenes at 10:54 a.m.

THAT the motion be amended to change "151 tonnes" to "187 tonnes"

THAT Council endorse the Multi-use Courts proposal; AND THAT staff be directed to make the following changes to the proposal:  That the funding model of 30% Township, 70% fundraising be applied to the full project scope,  And that the committee identify priority between the addition racquet court and the acrylic surfacing as potential areas of cost savings to be considered during capital budget deliberations; AND THAT staff communicate desired changes on the proposal to the Zorra Multi-Use Courts Committee; AND THAT Council directs staff to include the project in the draft capital budget for the year 2024.

THAT Memorandum 2021-160 from the Recreation and Facilities Program Coordinator be received and filed for information purposes only.

THAT Memorandum 2021-156 from the Chief Building Official/Drainage Superintendent be received and filed for information purposes only.

THAT Memorandum 2021-157 from the Director of Public Works be received and filed for information purposes only.

THAT Memorandum 2021-159 from the Director of Public Works be received and filed for information purposes only.

THAT Council receive and file correspondence from Jenna McCall; AND THAT Council note that the issues has been addressed by the TVDSB.

THAT the County of Oxford be advised that the Township of Zorra Council has no objection to the Consent application B21-32-5 submitted by Leonard Brown and Kelly Weaver for property located at 76 Commissioner Street, Embro (Ward 4), in the Township of Zorra.

THAT items 10(a) - (e) be received and filed for information purposes only.

THAT items 11(a) be received and filed for information purposes only.

THAT By-law 61-21 be taken as read a first and second time.

THAT by-laws 62-21 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT By-law 63-21, being a by-law to confirm the proceedings of Council held October 6, 2021, be read a first, second and third time this October 6, 2021; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT this session of Council be now adjourned and herewith closed at 1:10 p.m. and the next meeting of Council be called for October 20, 2021, at 6:00 p.m. in the Council Chambers at the Township Municipal Office.
