THAT the agenda be adopted as printed and circulated

THAT the minutes from the December 15, 2021 Council meeting be adopted, as amended.

THAT the Township of Zorra Committee of Adjustment approve Application File A13-21, submitted by Jason & Melissa Wesselson for lands described as East Part Lot 12, Concession 6 (West Zorra), Township of Zorra, municipally known as 435729 43rd Line / 804237 Road 80, to facilitate the construction of a third single detached dwelling as described in Report No. 2022-30 as it relates to relief from the provisions of Section 7.2.4 - Number of Accessory Dwellings and Garden Suites per Lot to permit a third single detached dwelling on a farm, with the condition that one of the existing houses be demolished in 2033 or when it is vacated by the current tenant, whichever happens first. 04-01-2022 Moved by Katie Grigg Seconded by Paul Mitchell THAT the motion be amended to change "one of" to "both of".

THAT the Township of Zorra Committee of Adjustment approve Application File A01-22, submitted by Geoffrey & Patricia Wallace for lands described as Part Lot 23, Concession 12 (East Nissouri), Township of Zorra, municipally known as 256413 Sunova Crescent, to permit the construction of a second single detached dwelling as described in Report No. 2022-31 as it relates to relief from the provisions of Section 6.2.3 - Number of Accessory Dwellings and Garden Suites per Lot to permit a second detached dwelling on a farm with the condition that neither the primary or secondary residences may be severed from the farm property.

THAT Council move out of the Committee of Adjustment, and pursuant to the Planning Act that the public meeting be adjourned at 9:46 a.m. and the regular meeting of Council be called back to order.

THAT Report 2022-002 from the Fire Chief be received and filed for information purposes only.

THAT Report 2022-020 from the Director of Recreation and Facilities be received and filed for information purposes only.

THAT Report 2022-003 from the Director of Public Works be received and filed for information purposes only.

THAT Report 2022-008 from the Director of Public Works be received and filed for information purposes only.

THAT Report 2022-011 from the Tax Collector/Deputy Treasurer be received and filed for information purposes only.

THAT Report 2022-016 from the Director of Finance be received and filed for information purposes.

THAT Council amend the general provisions of the Township of Zorra’s Zoning By-law so that a home daycare may accommodate the number of children as permitted under the Child Care and Early Years Act, 2014, as amended.

THAT Council receive Report 2022-013 as a Notice of amendment to the Township’s Procedural By-law; AND THAT Council direct Township staff to make the necessary amendment to Procedural By-law 2004-05, as amended by scheduling the Inaugural meeting of Council on November 15 at 7:00 p.m. in the year of the election AND THAT the 2022 Council meeting schedule be amended by removing December 5 and adding in November 15, 2022 - Inaugural Meeting.

THAT Council authorize the CAO to circulate a request for proposals to operate an 88 space child care facility at the proposed Zorra Municipal Centre; AND THAT Council direct staff to retain SPH Engineering to assist the Township in preparing a revised concept plan and assisting the Township in preparing the design/build RFP.

THAT the Township of Zorra support the City of Sarnia's motion requesting meaningful improvements to the current state of "Catch and Release" justice in the Ontario legal system; AND THAT the resolution be forwarded to MP Dave MacKenzie, MPP Ernie Hardeman, and Solicitor General Sylvia Jones.

THAT Council move into closed meeting session at 12:23 pm. pursuant to Section 239.2 (b) personal matters about an identifiable individual, including municipal or local board employees.

THAT this session of Council be now adjourned and herewith closed at 12:33 p.m. and the next meeting of Council be called for February 2, 2022, at 9:00 a.m. in the Council Chambers at the Township Municipal Office.
