THAT the agenda be adopted as printed and circulated

THAT the minutes from the June 19, 2024 Council meeting be adopted as printed and circulated.

THAT Report 2024-079 from the Director of Public Services be received and filed for information purposes only.

THAT Council award the 2024 Dust Suppressant Tender to Pollard Highway Products for the tendered price of $446,400.00 in 2025, $457,200.00 in 2026 and $468,000.00 in 2027 applied to roads based on an average 3,600,000 liters per year.

THAT Report 2024-054 from the Manager of Recreation and Facilities be received and filed for information purposes only.

THAT Council approve the proposed amendment to Fees By-law 11-09, as amended, as indicated in Report 2024-061.

THAT Council approve Zorra Fire and Emergency Services to develop a trained peer support team with Blandford-Blenheim, East Zorra-Tavistock, Southwest Oxford, Norwich, Tillsonburg, Woodstock, and Zorra; AND THAT Council approve Zorra Fire and Emergency Services to join the Peer Connect App for 2024; AND THAT Council approve the transfer of funds from the fire training reserve to fund the Peer Support Program.

THAT Report 2024-076 from the Chief Building Official/Drainage Superintendent be received and filed for information purposes only.

THAT the JB Murray Drain 2023 Tender be awarded to Van Bree Drainage & Bulldozing Ltd. for their tendered price of $471,758 (excluding HST).

That Council approve the Application for the Tile Drain Loan of Cathie Szmon for a tile drain loan on Part Lot 32 Concession 9 in the Township of Zorra pending funding from the Ontario Ministry of Agriculture, Food and Rural Affairs.

THAT Council extend their appreciation to Mayor Ryan for his time and efforts on TAPMO; AND THAT Council supports Deputy Mayor Grigg on her application to join the executive board; AND THAT this resolution be sent to TAPMO.

THAT item 11(a) be received and filed for information purposes only.

THAT by-laws 36-24 and 37-24 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT Council move into closed meeting session at 10:14 a.m. pursuant to Section 239.2 (b) personal matters about an identifiable individual, including municipal or local board employees.

THAT By-law 38-24, being a by-law to confirm the proceedings of Council held July 3, 2024, be read a first, second and third time this July 3, 2024; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT this session of Council be now adjourned and herewith closed at 11:10 a.m. and the next meeting of Council be called for the August 7, 2024, at 9:30 a.m. in the Council Chambers at the Zorra Municipal Centre.
