THAT the agenda be adopted as printed and circulated

THAT the minutes from the March 19, 2025 Council meeting be adopted as printed and circulated.

THAT the following members be appointed to sit as the Court of Revision for the Federal Drain, with the first Member being the Chair of the Court of Revision 2025 1. Deputy Mayor Grigg 2. Councillor Mitchell 3. Councillor Stewart

THAT the Court of Revision on the Federal Drain does now open at 9:34 a.m.

WHEREAS the Council of the Township of Zorra provisionally adopted the report of K. Smart Associates Limited dated January 31, 2025, for the drainage works known as the Federal Drain 2025 on February 19, 2025; AND WHEREAS there have been no appeals that lands have been assessed to high or too low, nor that any road or lands have not been addressed, or that due consideration has not been given as to type or land use; NOW THEREFORE the Court of Revision for the Federal Drain 2025, hereby confirms the assessment schedule as fixed by the Engineer.

THAT the Court of Revision of the Federal Drain does now close and Council reconvenes at 9:38 a.m.

THAT Report 2025-037 from the Director of Public Services be received and filed for information purposes only.

THAT Report 2025-034 from the Manager of Recreation and Facilities be received and filed for information purposes only.

THAT Council direct Staff to re-issue the Request For Proposal in 2026 once the necessary infrastructure and grading are completed.

THAT Council approve the amendments to Ice Allocation Policy 700-03 as identified in Report 2025-042.

THAT Council receive and adopt the drainage petition signed by Andrea Van Dam, property owner of Part Lot 4, Concession 5 know as 395209 39th Line, under section 78 of the drainage act R.S,O.1990 for improvement to an existing drain works.

THAT Report 2025-039 from the Manager of Financial Services be received and filed as information; AND THAT Council authorize the transfer of the 2024 operating surplus of $168,229.42 to the Building Department Reserve in accordance with Section 7 of the Ontario Building Code Act.

THAT Council authorize a total of $72,719.97 for the write off of taxes for Section 357, Post Roll Amended Notices and Minutes of Settlement processed in 2024 for the Township, County and School Boards in the amounts of $34,544.44, $26,459.70 and $11,715.83, respectively.

THAT Report 2025-043 from the Financial Analyst/Deputy Treasurer be received and filed for information purposes only.

THAT Report 2025-040 from the Manager of Financial Services be received and filed for information purposes only.

THAT Report 2025-038 from the Strategic Initiatives Coordinator be received and filed for information purposes only.

THAT items 12(a) - (e) be received and filed for information purposes only.

THAT by-laws 11-25, 12-25, and 13-25 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT By-law 14-25, being a by-law to confirm the proceedings of Council held April 2, 2025, be read a first, second and third time this April 2, 2025; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT this session of Council be now adjourned and herewith closed at 10:36 a.m. and the next meeting of Council be called for the April 16, 2025 at 6:00 p.m. in the Council Chambers at the Zorra Municipal Centre.
