THAT the agenda be adopted as printed and circulated

THAT the minutes from the May 21, 2025 Council meeting be adopted as printed and circulated.

THAT the Council meeting be adjourned at 9:31 a.m. for the purposes of holding a public meeting pursuant to the provisions of the Planning Act. AND THAT Council move into the Committee of Adjustment for the purpose of hearing a Minor Variance Application.

THAT the Township of Zorra Committee of Adjustment approve Application A10-25, submitted by Gregory McIntosh for lands described as Part of Lots 16 and 17, Concession 6 and municipally known as 415980 41st Line in the Township of Zorra, as it relates to: 1. Relief from Section 7.2.1 – Minimum Distance Separation Requirements For Livestock Barns and Structures, to reduce the minimum distance separation requirement to the nearest Type B land use (Stonehaven Golf Course located at 844101 Road 84) from 335 m (1,099 ft) to 223 m (732 ft) to facilitate the construction of an addition to an existing livestock (dairy) barn. 2. Relief from Section 7.2.2 – Minimum Distance Separation Requirements For Manure Storage Structures, to reduce the minimum distance separation requirement to the nearest Type B land use (Stonehaven Golf Course located at 844101 Road 84) from 501 m (1,643 ft) to 392 m (1,286 ft) to facilitate the construction of a new manure pit to service the proposed addition to the existing livestock (dairy) barn. subject to the following conditions: i) That the relief granted by the Committee regarding application A10-25 shall apply to an addition to an existing livestock barn and a new manure storage facility at an approximate location as illustrated on Plate 3 of report No. 2025-167, to the satisfaction of the Township of Zorra. ii) That a survey sketch be provided, to the satisfaction of the Township Building Department confirming the measurements from the barn to the Type

THAT Council move out of the Committee of Adjustment, and pursuant to the Planning Act that the public meeting be adjourned at 9:37 a.m. and the regular meeting of Council be called back to order.

THAT Report 2025-059 from the Director of Public Services and Strategic Initiatives Coordinator be received and filed for information purposes only.

THAT Report 2025-061 from the Manager of Recreation and Facilities and Strategic Initiatives Coordinator be received and filed for information purposes only.

THAT Council approve the allocation of $5,000 plus HST from the Building Department reserves to utilize Watson and Associates as a consultant to help staff prepare a Comprehensive Building fee review .

THAT Council appoint K Smart Associates Limited as the engineering firm to review and prepare a report for lands within the North Branch of the Martin Drain

THAT Report 2025-064 from the Asset Management Specialist be received as information; AND THAT Council direct staff to bring it back for final approval at the June 18, 2025 meeting.

THAT Report 2025-062 be received and filed for information purposes; AND THAT Council enact By-law 22-25 to authorize the collection of costs as part of the 2025 final tax billing, totaling $108,789.41, for municipal drain maintenance

THAT Report 2025-063 from the Customer Service / Administrative Support Summer Student be received and filed for information purposes only.

THAT Council appoint Kevin Stewart and Crystal Finch to attend the Rural Oxford EDC Strategic Action Plan Focus Group.

THAT item 11(a) be received and filed for information purposes only.

THAT item 12(a) be received and filed for information purposes only.

THAT by-laws 22-25 and 23-25 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT Council move into closed meeting session at 11:08 a.m. pursuant to Section 239.2 (b) personal matters about an identifiable individual, including municipal or local board employees.

THAT By-law 24-25, being a by-law to confirm the proceedings of Council held June 4, 2025, be read a first, second and third time this June 4, 2025; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT this session of Council be now adjourned and herewith closed at 11:56 a.m. and the next meeting of Council be called for the June 18, 2025, at 6:00 p.m. in the Council Chambers at the Zorra Municipal Centre.
