THAT the agenda be adopted as printed and circulated

THAT the minutes from the February 4, 2026 Council meeting be adopted as printed and circulated.

THAT the Council meeting be adjourned at 6:01 p.m. for the purposes of holding a public meeting pursuant to the provisions of the Planning Act.

THAT the Township of Zorra Committee of Adjustment approve Application A19-25, submitted by Prychley Wood Farms Ltd. for lands described as Lot 27 & Part Lot 28, Conc. 2 (West Zorra) and municipally known as 316632 31st Line in the Township of Zorra, as it relates to: 1. Relief from Section 7.2.1 – Minimum Distance Separation Requirements For Livestock Barns and Structures, to reduce the minimum distance separation requirement to the nearest Type B land use (Recreation Zoned property located at 316632 31st Line) from 802 m (2,631 ft) to 363 m (1,191 ft) to facilitate the construction of a new livestock (hog) barn.

THAT pursuant to the Planning Act, the public meeting be adjourned at 6:45 p.m. and the regular meeting of Council be called back to order.

THAT the Council of the Township of Zorra approve-in-principle the Zone Change Application submitted by Mike Hishon, whereby lands described as Pt. Lot 36, Conc. 5 West (West Zorra), in the Township of Zorra, are to be rezoned from ‘General Agricultural Zone (A2)’ to ‘Special General Agricultural Zone (A2-sp)’ to permit a detached additional residential unit (ARU) on the subject lands with a maximum gross floor area of 162 m2 (1,750 ft2 ) and a maximum distance between an ARU and a principal dwelling of 250 m (820 ft).

THAT the Council of the Township of Zorra not approve the Zone Change Application submitted by Mike Hishon, whereby lands described as Pt. Lot 36, Conc. 5 West (West Zorra), in the Township of Zorra, are to be rezoned from ‘General Agricultural Zone (A2)’ to ‘Special General Agricultural Zone (A2-sp)’ to permit a detached additional residential unit (ARU) on the subject lands with a maximum gross floor area of 162 m2 (1,750 ft2 ) and a maximum distance between an ARU and a principal dwelling of 250 m (820 ft).

THAT Council support the applicant in his request to further amend the condition imposed by the land division committee for consent file #B25-40-5.

THAT Report 2026-016 from the Chief Administrative Officer be received and filed for Council’s information; AND THAT Council directs staff to explore the establishment of a Shared Fire Service Administration and Leadership Model with the Township of South-West Oxford; AND FURTHER THAT Council direct staff to enter into negotiations with the Township of South-West Oxford to establish the terms of a shared Fire Chief and shared Deputy Fire Chief service arrangement, including governance, reporting relationships, hosting model, and cost-sharing framework; AND FURTHER THAT Council direct staff to report back on the progress of the negotiations. The report is to include a draft of the agreement, overview of the job descriptions for both shared positions, and performance measurements of the roles to realize the intended efficiencies of the shared positions while maintaining the individual focus on each municipality's strategic objectives.

THAT by-laws 08-26 and 09-26 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT By-law 10-26, being a by-law to confirm the proceedings of Council held February 18, 2026, be read a first, second and third time this February 18, 2026; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT this session of Council be now adjourned and herewith closed at 8:27 p.m. and the next meeting of Council be called for the March 4, 2026, at 9:30 a.m. in the Council Chambers at the Zorra Municipal Centre.
