THAT the agenda be adopted as printed and circulated.

THAT the minutes from the March 18, 2026 Council meeting be adopted as printed and circulated.

THAT the Council meeting be adjourned at 9:33 a.m. for the purposes of holding a public meeting pursuant to the provisions of the Planning Act.

THAT the Township of Zorra Committee of Adjustment approve Application A04-26, submitted by Dairydale Farms Ltd. (Kurtis Garner) for lands described as Part Lots 18 and 19, Concession 4 (West Zorra) and municipally known as 376135 37ᵗʰ Line in the Township of Zorra, as it relates to: Relief from Sections 7.2.1 and 7.2.2 – Minimum Distance Separation Requirements For Livestock Barns and Manure Storage Structures, to i) reduce the minimum distance separation requirement to the nearest Type A land use (residential dwelling located at 376129 37ᵗʰ Line) from 228 m (748 ft) to 180 m (590 ft) and, ii) to reduce the minimum distance separation requirement to the nearest Type A land use (residential dwelling located at 376129 37ᵗʰ Line) from 306 m (1,004 ft) to 236 m (774 ft) to facilitate the construction of a new manure storage facility to service the dairy barn. subject to the following conditions: i) That the relief granted by the Committee regarding application A04-26 shall apply to a livestock barn addition and manure storage facility in the approximate location illustrated on Plate 3 of Report No. 2026-104, to the satisfaction of the Township of Zorra. ii) That a survey sketch be provided, to the satisfaction of the Township Building Department confirming the measurements from the barn to the nearest neighboring dwelling.

That the Township of Zorra Committee of Adjustment approve Application File A05-26, submitted by Van Westerop Farms Ltd and Francis Van Westerop for lands described as West ½ Lot 32, Concession 10 (East Nissouri), in the Township of Zorra municipally known as 156938 15ᵗʰ Line, as it relates to: Relief from Section 7.0, Table 7.1, – Uses Permitted to permit a detached additional residential unit (ARU) with a maximum gross floor area of not more than 93 m2 (1,000 ft2)on the subject property.

THAT pursuant to the Planning Act, the public meeting be adjourned at 9:55 a.m. and the regular meeting of Council be called back to order.

THAT the Council of the Township of Zorra advise County Council that the Township supports the application for Official Plan Amendment, File No. OP25-17-5, submitted by John and Susanne Langlois for the lands legally described as Part Lot 11, Conc. 4, (West Zorra), save and except the lands contained within Registered Plan 41M-361, Township of Zorra to redesignate approximately 2.1 ha (5.2 ac) of the subject lands to ‘Medium Density Residential’ to facilitate a future medium density residential development.

THAT Report 2026-018 from the Drainage Superintendent be received and filed for information purposes only.

THAT Council accept the Section 84.1 documentation from the Engineer, Attachment A of Report 2026-031; AND THAT the as-constructed drawings replace the current drawings #1-9 in the adopted Federal Drain 2025 report, as approved under Township By-law 06-25.

THAT Report 2026-034 from the Manager of Financial Services/Treasurer be received and filed for information; AND THAT $6,500 be transferred from Reserves to

THAT Council amend the 2026 Zorra Council meeting schedule to cancel the October 21 and November 25 meetings.

THAT items 11(a) and (b) be received and filed for information purposes only.

THAT item 12(a) be received and filed for information purposes only.

THAT Council waive the need for notice and allow for the motion as presented by Councillor Grigg.

THAT Zorra Council direct staff to prepare a report of the feasibility of updating our branding, "Doing our part".

THAT by-laws 15-26 and 16-26 be taken as read a first, second and third time and finally passed; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT Council move into closed meeting session at 9:58 a.m. pursuant to Section 239(2)(e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.

THAT By-law 17-26, being a by-law to confirm the proceedings of Council held April 1, 2026, be read a first, second and third time this April 1, 2026; AND FURTHER THAT the Mayor and Clerk are hereby authorized to sign the same and affix the corporate seal thereto.

THAT this session of Council be now adjourned and herewith closed at 11:44 a.m. and the next meeting of Council be called for the April 15, 2026, at 6:00 p.m. in the Council Chambers at the Zorra Municipal Centre.
